Amendment 58 to H.R. 4016 - Department of Defense Appropriations Act, 2026. See Amendment 159 below.
Amendment 159 to HR 4016, Department of Defense Appropriations Act, 2026. JOHN JOYCE introduced Amendment 159, which called for increase of $30 million for procurement of heavy dump trucks for the Army, offset by $30 million reduction to future tactical unmanned aircraft system development. JOYCE’S Amendment passed with a voice vote.
H.R. 929 – Dr. Lorna Breen Health Care Provider Protection Reauthorization Act. Purpose: To extend an existing piece of legislation that was valid from 2022-2024, and reauthorize it for 2026-2030. The Lorna Breen Health Care Provider Protection Act encouraged use of mental health care and substance abuse disorder services by health care professionals. See Public Law 117-105, March 18, 2022.
Introduced February 4, 2025 by Debbie Dingell (D-MI). Originally cosponsored by two Democratic representatives and two Republicans. After February 4, fifty more Democrats cosponsored, as did seven more Republicans, for a total of 52 Democratic cosponsors and 10 Republicans. JOHN JOYCE cosponsored on July 21, 2025.
Referred to the House Committee on Energy and Commerce in February. No movement since then.
Remark 171-124, page H3479: On July 21, 2025, JOHN JOYCE made three official remarks on the record. Two are banal. One requires action.
The first banal statement is absurd, but toothless. He spoke “in support of our brave Border Patrol and ICE agents who tirelessly put their lives on the line each day to protect America.” It’s all Trump-Trump-Trump. The second banal statement: Putting on the record that July 20 was Pennsylvania Day. “Now, with the unleashing of Pennsylvania's energy potential, each and every day will be Pennsylvania Day.”
The third remark requires action. Now, my colleagues and I in the House will take up a strong deregulation package this week that will further streamline the permitting process for our energy producers throughout the U.S. It is time that my colleagues and I codify President Trump’s deregulation agenda so that our energy producers can unleash domestic production, lower costs for all American consumers, and further support our allies abroad on our pathway to energy dominance.

H.R.4681 – SPARC Act. To amend the Public Health Service Act to authorize a loan repayment program to encourage specialty medicine physicians to serve in rural communities experiencing a shortage of specialty medicine physicians.
Introduced July 23, 2025 by JOHN JOYCE. Cosponsored by Deborah Ross (D-NC). Referred to the House Committee on Energy and Commerce the same day.
H.R.4710 - No Surprises Act Enforcement Act. To amend title XXVII of the Public Health Service Act, the Employee Retirement Income Security Act of 1974, and the Internal Revenue Code of 1986 to increase penalties for group health plans and health insurance issuers for practices that violate balance billing requirements.
Introduced July 23, 2025 by Gregory Murphy (R-NC). Cosponsored by four Democratic representatives and two Republicans, among them JOHN JOYCE, who also cosponsored on July 23. The Democratic representatives are Eugene Vindman (D-VA) and Raul Ruiz (D-CA).
Referred to the Committee on Energy and Commerce and Education and Workforce and Ways and Means the same day.
