John Joyce legislative activity: August 23, 2025 – September 18, 2025
The mouse who tried to roar, but ended up prostrate at the feet of the tyrant
H.J.Res.118 - Expressing support for designating September 12, 2025, as “The Day of the Bible” in the United States of America.
Introduced September 2, 2025 by Michael Cloud (R-TX). Cosponsored by 19 Republicans and no Democrats. JOHN JOYCE was an original cosponsor.
Comment: And yes, it’s as bad as it sounds. Read it for yourself. Can you imagine what would happen if Eugene Vindman were to introduce a resolution proclaiming “The Day of the Torah” or worse, if Rashida Tlaiba were to introduce a resolution proclaiming “The Day of the Quran”—I am imagining it and seeing the vitriol that would be spewed about separation of church and state.
Comment on the floor of the House, September 2, 2025. Vol. 171, No. 143.
Full text of JOHN JOYCE’s comment:
Madam Speaker, it is no secret that our Nation’s most critical supply chains are almost fully reliant on foreign nations, and our pharmaceutical supply chain is no different. Approximately 10 percent of the active pharmaceutical ingredients required for domestic prescription drug manufacturing comes from foreign supplies.
Simply stated, the prescription drugs that save the lives of millions of Americans every year are at severe risk. American patients cannot be reliant on countries like China for these lifesaving medications. I am proud to see that President Trump is taking this seriously by issuing an executive order that ensures that our Nation has a 6-month supply of the critical active ingredients needed to make these lifesaving medicines.
Bringing production back to the U.S. is not enough to fix our supply chain. With this executive action, President Trump will also ensure that America has the ingredients needed to domestically manufacture these medicines.
American patients rely on these medicines each and every day, and I applaud President Trump for taking this significant action.
Comment: Does someone in John Joyce’s office send a copy of the transcript to Donald Trump, along with a Big Mac and Diet Coke? Because it’s sad to see a medical doctor humiliate himself before Trump for what? What recognition could he possibly get for these inane comments?
Comment on the floor of the House, September 2, 2025. Vol. 171, No. 143.
Full text of JOHN JOYCE’s comment:
Madam Speaker, last Friday, I was proud to join a joint resolution to make September 12 the national day of the Bible. When the United States Congress met in Philadelphia in 1782, it approved a 1,400-page version of the Bible published by Robert Aitken. This Bible became known as the Bible of the Revolution.
This joint resolution will formally designate September 12 as the day of the Bible to honor the first complete English-language Bible that was produced in America. This is a historic moment.
This resolution also encourages our schools and other institutions to observe this day and focus on the Bible’s significance to our Nation's history and our Nation's future. Our Nation was founded on the ideals of freedom, including religious freedom. Those who founded this land were fleeing religious persecution. The Bible of the Revolution serves as a reminder of the resilience that set our Nation on a path toward freedom as one nation under God.
COMMENT: I just cannot.
H.Con.Res.47 - Expressing the sense of Congress regarding the public health, safety, and welfare implications of licensure of design professionals.
Introduced September 4, 2025 by JOHN JOYCE. No cosponsors. Referred to Education and Workforce the same day.
Comment: Yes, introduced by Pennsylvania’s own medical doctor. A resolution regarding design professionals. Unsurprisingly, no cosponsors. I am not opposed to ensuring that design professionals are licensed and well-treated. It’s just… John Joyce? This is important to constituents in south central Pennsylvania?
Resolved by the House of Representatives (the Senate concurring), That it is the sense of Congress that—
(1) occupations in design professions, including but not limited to architecture, engineering, surveying, and mapping, are essential to the integrity of the built and natural environment and critical to the successful research, planning, design, construction, development, alteration, repair, operation, and maintenance of real property, the Nation’s physical infrastructure, and resource planning activities, including the assessment, location, and development of critical materials, that contribute to maintaining the country’s economic prosperity, national security, and environmental protection; and
(2) continuation of licensure of such occupations and professions by the several States is in the best interest of public health, safety, and welfare.
Am I missing something?
H.R.4299 - Protecting Patient Access to Cancer and Complex Therapies Act. To amend title XVIII of the Social Security Act to provide for a rebate by manufacturers for selected drugs and biological products subject to maximum fair price negotiation.
Introduced July 7, 2025 by Gregory Murphy (R-NC). Cosponsored by twelve Republicans (including JOHN JOYCE) and one Democrat, Adam Gray (D-CA). Joyce cosponsored on September 4, 2025. Referred to Energy and Commerce and Ways and Means the same day.
Comment: Before you get too excited, the rebates are tightly defined, with exclusions. It would be nice if Medicare just covered expensive therapies for which the U.S. government funded the research. You know?
Comments on the floor of the House, September 8, 2025, Vol. 171, No. 146. No legislation. No resolution. Nothing substantive. The sum total of JOHN JOYCE’s comments?
Madam Speaker, last week I was proud to support the Stop Chinese Fentanyl Act, legislation that will put sanctions on any individual, including senior members of the Chinese Communist Party, who are responsible for the production, the distribution, the sale, or the financing of synthetic opioids.
It is no secret that China is the leading producer of the base chemicals, the ingredients, that are needed to make fentanyl and that the Chinese Communist Party is more than willing to work directly with Mexican drug cartels to ensure that this poison continues to reach America. Unfortunately, drug overdoses have become the leading cause of death for Americans who are ages 18 to 45, with fentanyl causing nearly 70 percent of those deaths. With strong leadership under President Trump back in the White House, our southern border is finally becoming secure.
We here in the House must take every action possible to stop the flow of the poison that fentanyl is before it ever reaches our border.
Comment: Such ferocious words! China is quaking in its proverbial boots! [End sarcasm.]
H.R.5269 - RESULTS Act (Reforming and Enhancing Sustainable Updates to Laboratory Testing Services Act of 2025). To amend title XVIII of the Social Security Act to provide long-term stability for Medicare beneficiary access to clinical diagnostic laboratory tests by improving the accuracy of, and feasibility of data collection for, the private payor-based fee schedule payment rates applied under the Medicare program for such tests.
Introduced September 10, 2025 by Richard Hudson (R-NC). Cosponsored by thirty-three Democrats and twenty-one Republicans, including JOHN JOYCE. Surprisingly, Joyce was an original cosponsor!
Comment: This is a fairly long bill. If you know the ins and outs of Medicare, please read it and leave a comment. It’s Greek to me.
H.R.5273 - Broadband Competition and Efficient Deployment Act. To provide that a project for the collocation of a telecommunications service facility is not subject to requirements to prepare certain environmental or historical preservation reviews.
Introduced September 10, 2025 by JOHN JOYCE. No cosponsors. Referred to Energy and Commerce and Natural Resources the same day.
Comment: Ahem, Rep. Joyce! We your constituents in south central Pennsylvania, as well as Americans in rural communities across the USA, badly need competitive broadband services. This is merely deregulation, permitting existing carriers to ignore historical and environmental preservation. Doesn’t help us. Only makes places like Gettysburg uglier.
H.R.5281 - REAL Health Providers Act (Requiring Enhanced and Accurate Lists of Health Providers Act). To amend title XVIII of the Social Security Act to establish provider directory requirements, and to provide accountability for provider directory accuracy, under Medicare Advantage.
Introduced September 10, 2025 by Jimmy Panetta (D-CA). Cosponsored by three Republicans (including JOHN JOYCE) and four Democrats. John Joyce decided to cosponsor on September 15, 2025.
Comment: Although Joyce likes to think of himself as pro-medicine, he tends to only cosponsor bills like this one that deal in semantics without improving medical coverage for a single American. That’s the reason I will often write, “Where’s John Joyce?” when there is a significant bill that would do so. In those cases, John Joyce cannot be found.
Comments on the floor of the House, September 15, 2025. Vol. 171, No. 150. Regarding Pres. Trump’s “Peace Through Strength” agenda.
As usual, JOHN JOYCE added nothing of substance to the congressional record. He “rose” merely to prostrate himself before the president. Madam Speaker, I rise today to speak on the importance of the National Defense Authorization Act that I proudly supported on the House floor just last week. This bill will implement President Trump’s Peace Through Strength agenda by restoring our military's lethality and accountability. Components of the NDAA will bring an end to the dangerous, leftwing ideologies that have been incorporated into our military.
Strong comment: Rep. Joyce rarely represents me.
H.Res.700 - Condemning the assassination of Charlie Kirk and honoring his life and legacy.
Introduced September 11, 2025 by Mike Kennedy (R-UT). Cosponsored by 48 Republican representatives and no Democrats. JOHN JOYCE cosponsored on September 16, 2025.
Comment: This resolution is not the one that was voted on, rather it was referred to the House Committee on Oversight and Government Reform on September 11.
H.Res.719 - Honoring the life and legacy of Charles “Charlie” James Kirk.
Introduced September 16, 2025 by Speaker Mike Johnson (R-LA). Cosponsored by 196 Republicans and no Democrats.
Comment: JOHN JOYCE was once again late to the game. He cosponsored on September 18, 2025. This is the resolution that was passed on September 19, 2025, by a vote of 310 Yea, 58 Nay, and 38 Present. Of course John Joyce voted for it!
H.Res.742 - Recognizing the 250th birthday of the United States Navy.
Introduced September 18, 2025 by Nick LaLota (R-NY). Cosponsored by 39 Republicans and 13 Democrats. JOHN JOYCE was an original cosponsor.
