Proposed legislation related Washington, DC: July 17, 2025 – August 22, 2025

Very often DC Act numbers did not match up with the “Act” name. In case of contradiction, I went with the Act name. 

S.2369 – Francis G. Newlands Memorial Removal Act. To direct the Secretary of the Interior to remove or permanently conceal the name of Francis Newlands on the grounds of the memorial fountain located at Chevy Chase Circle in the District of Columbia.
     Introduced July 22, 2025 by Chris Van Hollen. No cosponsors. Referred to Energy and Natural Resources the same day. Referred to subcommittee on National Parks and hearing held, December 9, 2025. No movement since.
     Comment: Francis Newlands was a US Senator and land developer from Nevada who was also a noted segregationist and white supremacist. Chris Van Hollen (D-MD) introduced a bill in February 2023 that went nowhere. Good on Chris for trying!

S.2404 - To subject emergency legislation enacted by the District of Columbia Council to expedited congressional disapproval procedures. (No short title.)
     Introduced July 23, 2025 by Mike Lee (R-UT). No cosponsors. Referred to the Committee on Homeland Security and Governmental Affairs the same day. Still in committee.
     Comment: It appears that Trump Republican attacks on Washington, DC began before Trump started his unilateral assault.

S.J.Res.68 - A joint resolution disapproving the action of the District of Columbia Council in approving the Open Meetings Clarification Temporary Amendment Act of 2025.
     Introduced July 23, 2025 by Mike Lee (R-UT). No cosponsors. Referred to the Committee on Homeland Security and Governmental Affairs the same day. Still in committee.
     Comment: Trump Republicans in the House and Senate quashing the Open Meetings Act sits wrong.

S.2517 - To impose criminal penalties for camping on public property in the District of Columbia. (No short title.)
     Introduced July 29, 2025 by Tom Cotton (R-AR). No cosponsors. Referred to the Committee on Homeland Security and Governmental Affairs the same day. Still in committee.
     From the bill: “In this section, the term ‘camp’ means to use any material to set up, maintain, or establish a temporary place of abode. It shall be unlawful in the District of Columbia to camp on public property. Any person who violates subsection (b) shall be fined not more than $500, imprisoned for not more than 30 days, or both.”
     Comment: As noted above, Trump-Republican congressional “attacks” on Washington, DC began before Trump went on the offensive.
     Snarky comment: Does this apply to junior representatives and senators who camp out in their offices instead of renting an apartment? I mean, it’s temporary, and it’s in a public place (the People’s House).

S.2546 - To provide for an extension of the legislative authority of the National Emergency Medical Services Memorial Foundation to establish a commemorative work in the District of Columbia and its environs. (No short title.)
     Introduced July 30, 2025 by Christopher Coons (D-DE). Cosponsored by three Republicans and three Democrats. Referred to the Committee on Energy and Natural Resources the same day.
     On December 9, 2025, hearings held by the subcommittee on National Parks. On December 17, 2025, ordered to be reported [sent to the full Senate] favorably. No movement since.
     Comment: This simply extends existing law from 2025 to 2032. Section 1(b) of Public Law 115–275 (132 Stat. 4164; 40 U.S.C. 8903 note).

S.2565 - District of Columbia Sister City Integrity Act. To prohibit the District of Columbia government from entering into Sister City relationships with jurisdictions located in foreign adversary countries.
     Introduced July 31, 2025 by Marsha Blackburn (R-TN). Cosponsored by Rick Scott (R-FL). Referred to the Committee on Homeland Security and Governmental Affairs the same day. Still in committee.

S.2636 - To prohibit individuals who are not citizens of the United States from voting in elections in the District of Columbia and to repeal the Local Resident Voting Rights Amendment Act of 2022.
     Introduced July 31, 2025 by Katie Britt (R-AL). Cosponsored by twenty-three Republicans and no Democrats. Referred to the Committee on Homeland Security and Governmental Affairs the same day. Still in committee.
     Comments: Although introduced by Katie Britt, this was “cosponsored” (and likely written) by Tom Cotton (R-AR) and Lindsey Graham (R-SC). Cosponsors look like a list of Trump-Republican Who’s Who.
     Snarky comment: Really, Katie?! You want to relegislate something that is already law, namely that non-citizens cannot vote? Sheesh, get a life already!

H.R.5003 - Equal Treatment of the District of Columbia Under the Rural Health Transformation Program Act of 2025. To amend title XXI of the Social Security Act to extend eligibility for allotments under the Rural Health Transformation Program to the District of Columbia.
     Introduced August 19, 2025 by Delegate Eleanor Holmes Norton (D-DC). No cosponsors. Referred to the House Committee on Energy and Commerce the same day. Still in committee.
     Comment: This bill would simply add “and the District of Columbia” to all references to “the 50 States” in the existing Social Security Act.
