Executive communication 171-123, July 17, 2025, pages H3471-H3472: Attorney Advisor, Federal Railroad Commission, transmitting the final rule of the Department of Transportation were received by the Energy and Commerce Committee, as well as the Committee on Transportation and Infrastructure. Only the administrative sections of the communication were sent to Energy and Commerce.
Note that various White House agencies submitted EC1440-EC1464 in one large “clump.” The communications covered topics like “modernizing dispatcher’s record of train movements” to “reflectorization of rail freight rolling stock.”

H.R.1717, introduced by Robert Menendez (D-NJ) on February 27, 2025, directed the Federal Communications Commission “to establish a council to make recommendations on ways to increase the security, reliability, and interoperability of communications networks.”
On April 8, 2025, H.R.1717 was approved by Energy and Commerce 50-1. On July 15, 2025, it passed the House and was referred to the Senate. On July 16, 2025, it was referred to the Senate Committee on Commerce, Science, and Transportation where it is stuck.

H.R.1765, introduced by Thomas Kean (R-NJ) on March 3, 2025, directed the Assistant Secretary of Commerce for Communications and Information “to take certain actions to enhance the representation of the United States and promote United States leadership in communications standards-setting bodies.” Specifically, 5G networks and the 3rd Generation Partnership Project. This was a bipartisan bill.
The bill had been approved by both committees (Energy and Commerce, and Foreign Affairs) and passed the House on July 14, 2025. It was referred to the Senate on July 15, 2025.

Comment and alert: This is a strong bipartisan bill. And it addresses something I was unaware of. You know those 9/11 safety fees that are tacked onto every airline ticket we purchase? The funds collected do not go into a budget item for airline safety. Shocking, I know.
This bill would do two things. First, it would force all 9/11 fees collected through airline ticket sales to go to aviation safety. Second, it would establish a second fund called the Aviation Security Checkpoint Technology Fund (“ASCT” fund) that would funnel all revenue greater than $500 million annually into the ASCT fund, to improve risk detection at security checkpoints and exit lanes.
Why doesn’t this bill have traction?!
H.R.4590 – To codify Executive Order 14305 (relating to restoring American airspace sovereignty). (No short title.)

On November 19, 2025, the House subcommittee on Energy held a markup session and forwarded the bill to the full committee with recommendation for approval. On December 3, 2025, the full committee approved the amended bill. Note that both votes went along party lines, with Democrats opposing and Republicans approving.
Comment: These Republicans keep making my point about harmful deregulation. In what universe does deregulation of energy efficiency standards help the average American citizen?
H.R.4721 - Healthy Drinking Water Affordability Act (Healthy H2O Act). To amend the Consolidated Farm and Rural Development Act to establish a grant program to assist with the purchase, installation, and maintenance of point-of-entry and point-of-use drinking water quality improvement products.

Comment: This legislation is straightforward and would do exactly what it says. If you live in a rural area, you know how pesticides affect our groundwater. One of my personal 2026 projects involves installation of a water purification system, since I use well water and my property backs up to a large cornfield.

Comment: I am surprised not to see Republicans from desert states like Arizona, Nevada, New Mexico, eastern California, and Utah cosponsor this bill. The cost of water in desert states can be prohibitive.
H.R.4751 - To amend the Virginia Graeme Baker Pool and Spa Safety Act to reauthorize certain programs. (No short title.)

Comment: The Virginia Graeme Baker Pool and Spa Safety Act only authorized expenditures for FY 2023 ($2.5 million) for the swimming pool safety grant program and for the education and awareness program. This bill would provide that same amount for 2025, 2026, and 2027 for both programs.
Original bill was H.R.1721, which passed in 2007.
There are no other amendments to the legislation. Merely extending the $5 million grants for another three years. It has passed previous Republican Congresses. I guess this tells us how far right the current House has moved.

Comment: As much as I would love this legislation, it is impractical. Foreign robocallers generally use VPNs, making it difficult to detect that they are not US-based. The only positive thing about this legislation: It calls for the FTC or DOJ to research and file a report on the extent of illegal robocallers, as well as to make recommendations for ways to combat them. Extend it to US-based robocallers, and this is a winner.
