Proposed ATF and gun control legislation: July 17, 2025 – August 22, 2025

H.R.4487 – Gun Safety Incentive Act. To make unlawful the sale of any firearm by a licensed manufacturer, licensed importer, or licensed dealer without a written notice promoting safe storage and a safe storage device, to create and disseminate best practices regarding safe firearm storage, to create a grant program for the distribution of safe storage devices, and to amend the Internal Revenue Code of 1986 to allow for a credit against tax for sales at retail of safe firearm storage devices.
     Introduced July 17, 2025 by André Carson (D-IN). Cosponsored by ten Democratic representatives, no Republicans. Referred to Ways and Means and Judiciary the same day.
     Comment: Struggling to see how Republicans understand this as “gun control.”

S.Res.342 - A resolution honoring the contributions of small manufacturers of firearms to the economy, culture, and recreational heritage of the United States and recognizing August 2025 as “National Shooting Sports Month.”
     Introduced July 29, 2025 by James Risch (R-ID). Cosponsored by nineteen Republicans and one Democrat [Jeanne Shaheen (D-NH)]. Referred to the Committee on Commerce, Science, and Transportation the same day.

H.R.4821 - Gun Violence Prevention Research Act of 2025. To authorize the appropriation of funds to the Centers for Disease Control and Prevention for conducting or supporting research on firearms safety or gun violence prevention.
     Introduced July 29, 2025 by Marilyn Strickland (D-WA). Cosponsored by eighteen Democrats and no Republicans. Referred to the House Committee on Energy and Commerce the same day.
     Comment: This is not a gun control bill. It is a gun control research bill, allocating $50 million annually (2026-2031) to the CDC to research firearms safety and gun violence prevention.

H.R.4882 - Gun Safety Board and Research Act. To establish a Gun Safety Board.
     Introduced August 5, 2025 by Mark DeSaulnier (D-CA). Cosponsored by Mike Thompson (D-CA). Referred to the House Committee on Energy and Commerce the same day.

H.R.4883 - Local Gun Violence Reduction Act. To direct the Secretary of Health and Human Services to establish and maintain a local gun violence prevention laws database.
     Introduced August 5, 2025 by Mark DeSaulnier (D-CA). Cosponsored by Mike Thompson (D-CA). Referred to the House Committee on Energy and Commerce the same day.
     Comment: OMG. This is not a gun control bill. You know what’s big and scary in this bill that prevents it from getting bipartisan support? DeSaulnier and Thompson ask that all “laws and ordinances … enacted to reduce gun violence,” along with the crime rates of those communities, along with demographics related to those communities, be placed into a single federal database for review and study.
