H.R.1538 - Delivering for Rural Seniors Act of 2025. To amend the Agriculture and Consumer Protection Act of 1973 to establish a pilot grant program to award grants to facilitate home delivery of commodities under the commodity supplemental food program.
     Introduced February 24, 2025 by Zachary Nunn (R-IA). Cosponsored by eleven Democrats and four Republicans. Referred to the House Committee on Agriculture the same day. LLOYD SMUCKER cosponsored on September 23, 2025.
     On March 28, 2025, the House Committee on Agriculture referred to the Subcommittee on Nutrition and Foreign Agriculture and to the Subcommittee on Commodity Markets, Digital Assets, and Rural Development. No movement since.
     From the bill: This bill directs the Food and Nutrition Service (FNS) to award competitive grants to state agencies under a home delivery pilot program for participants in the Commodity Supplemental Food Program (CSFP). As background, the CSFP works to improve the health of low-income persons at least 60 years of age by supplementing their diets with nutritious Department of Agriculture foods.
   Under the pilot program, a state agency must distribute grant funds to an eligible entity (i.e., a local agency or subdistributing agency) to operate projects that facilitate home delivery of commodities to CSFP participants.

H.R.1661 - SAFE Act of 2025. To amend the Agriculture Improvement Act of 2018 to prohibit the slaughter of equines for human consumption.
     Introduced February 27, 2025 by Vern Buchanan (R-FL). Cosponsored by 184 Democrats and 36 Republicans. Referred to the House Committee on Agriculture the same day. LLOYD SMUCKER cosponsored on September 26, 2025.

H.R.4424 - SHIELD Act (Securing Help for Involuntary Employment Loss and Displacement Act). To amend title III of the Social Security Act and the Federal Unemployment Tax Act to clarify eligibility requirements when an individual is unemployed as the result of a labor dispute.

     Comment: Yeah no. Orwellian title. This bill would make it federal law that a person may not collect unemployment if they are involved in a labor dispute.

H.R.4464 - Preventive Health Savings Act. To amend the Congressional Budget Act of 1974 respecting the scoring of preventive health savings.
     Introduced July 16, 2025 by Jay Obernolte (R-CA). Cosponsored by ten Republicans and eight Democrats. Referred to the House Committee on the Budget the same day. LLOYD SMUCKER cosponsored on October 21, 2025. John Joyce is not a cosponsor. Still in committee.
     Congress.gov summary: This bill requires the Congressional Budget Office (CBO), upon receiving a request from Congress, to determine if proposed legislation would reduce spending outside of the 10-year budget window through the use of preventive health care. Under the bill, the term preventive health care generally refers to an action that focuses on the health of the public, individuals, and defined populations in order to protect, promote, and maintain health and wellness and prevent disease, disability, and premature death.
   If CBO determines that the proposed legislation would result in net reductions in budget outlays from the use of preventive health care, any CBO projection regarding the legislation must include (1) a description and estimate of the reductions in outlays, and (2) a description of the basis for these conclusions. Any estimate provided by CBO pursuant to this bill must be used as a supplementary estimate and may not be used to determine compliance with the Congressional Budget Act of 1974 or any other budgetary enforcement controls.

H.R.4793 - SOS Act (Save Our Seniors Act). To amend the Congressional Budget and Impoundment Control Act of 1974 to require the Congressional Budget Office to provide to Congress information on payments from the Old-Age and Survivors Insurance Trust Fund and the Disability Insurance Trust Fund.

H.R.45 - FIND Act (Firearm Industry Non-Discrimination Act). To amend title 41, United States Code, to prohibit the Federal Government from entering into contracts with an entity that discriminates against the firearm and ammunition industry.
     Introduced January 3, 2025 by Jack Bergman (R-MI). Cosponsored by 113 Republicans and no Democrats. Referred to the House Committee on Oversight and Government Reform the same day. Cosponsored by LLOYD SMUCKER on October 24, 2025. Still in committee.
     Congress.gov summary: This bill prohibits the federal government from entering into contracts with an entity that discriminates against firearm trade associations or businesses that deal in firearms, ammunition, or related products.
   Specifically, the bill requires a federal agency to include in each contract for the procurement of goods or services awarded by the agency a clause requiring the prime contractor to certify that it (1) has no policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association; and (2) will not adopt a policy, practice, guidance, or directive that discriminates against a firearm entity or firearm trade association during the term of the contract.
   The bill establishes (1) a similar requirement with respect to subcontracts, and (2) penalties for violations. The bill makes such prohibition inapplicable to a contract for the procurement of goods or services that is a sole-source contract.

To amend title 38, United States Code, to allow for certain fee agreements for services rendered in the preparation, presentation, and prosecution of initial claims and supplemental claims for benefits under laws administered by the Secretary of Veterans Affairs.

     June 4, 2025, Committee on Energy and Commerce referred to the Subcommittee on Energy. On November 19, 2025, that subcommittee held a markup session and approved with amendments. On December 3, 2025, full committee markup meeting held and ordered to be reported.

H.R.5981 - VA Billing Accountability Act. To amend title 38, United States Code, to authorize the Secretary of Veterans Affairs to waive the requirement of certain veterans to make copayments for hospital care and medical services in the case of an error by the Department of Veterans Affairs.
     Introduced November 7, 2025 by LLOYD SMUCKER. Cosponsored by four Republicans and two Democrats (Eugene Vindman-VA and Donald Davis-NC). Referred to the House Committee on Veterans’ Affairs the same day. On November 17, 2025, referred to the Subcommittee on Health. No movement since.

     Comment: I cannot tell you how much I dislike the Orwellian approach to politics that MAGA Republicans have assumed. It’s their modus operandi. In their minds, dismantling DEI is the same as preventing racism. That tells you all you need to know about MAGA.

     Comment: The two Democrats who cosponsored are Lucy McBath-GA and Deborah Ross-NC.—If you have experience in the legal system, specifically in the difference between parole and supervised release after imprisonment, please read this bill and explain it to me. I will include your explanation in a subsequent post.

To exclude from consideration as income under the housing assistance programs of the Department of Housing and Urban Development amounts received by a family from the Department of Veterans Affairs for service-related disabilities of a member of the family.

     Comment: This is a good bill. I am surprised that Smucker cosponsored it. Good on him!
