H.R.722 - Life at Conception Act. To implement equal protection under the 14th article of amendment to the Constitution for the right to life of each born and preborn human person.
Introduced January 24, 2025 by Eric Burlison (R-MO). Cosponsored by 90 Republicans and no Democrats. Referred to the House Committee on the Judiciary the same day. LLOYD SMUCKER cosponsored on November 10, 2025. Still in committee.
Congress.gov summary: This bill declares that the right to life guaranteed by the Constitution is vested in each human being at all stages of life, including the moment of fertilization, cloning, or other moment at which an individual comes into being. Nothing in this bill shall be construed to authorize the prosecution of any woman for the death of her unborn child.
Comment: Could someone please explain to these 91 Republicans that this definition of “the moment at which an individual comes into being” is solely based on religious creed, specifically Catholic and evangelical? The overwhelming majority of US citizens either belong to religious faiths that do not define it the same, or who belong to no religious creed whatever.
The First Amendment trumps their distortion of the Fourteenth.
November 18, 2025 - Extensions of Remarks Section (Vol. 171, No. 194). LLOYD SMUCKER made remarks on the floor of the House congratulating Lancaster City Police Chief Richard Mendez on his retirement.
H.R.6231 - Improve and Enhance the Work Opportunity Tax Credit Act. To amend the Internal Revenue Code of 1986 to improve and enhance the work opportunity tax credit, to encourage longer-service employment, and to modernize the credit to make it more effective as a hiring incentive for targeted workers.
Introduced November 20, 2025 by LLOYD SMUCKER (R-PA). Cosponsored by nine Republicans and seven Democrats. Referred to the House Committee on Ways and Means the same day. Still in committee.
Comment: Surprisingly, it’s not a bad bill. Its primary purpose is extension of existing legislation that expired on December 31, 2025, through December 31, 2030.
But this bill would also positively adjust cost of living increases and percentage of wages eligible, as well as improving benefits for companies that hire veterans (greater tax benefit).
H.R.6282 - Providing Distance Education for Foreign Institutions Act. To amend title IV of the Higher Education Act of 1965 to provide program eligibility for distance education programs offered by foreign institutions of higher education.
Introduced November 21, 2025 by LLOYD SMUCKER (R-PA). Cosponsored by Bradley Scott Schneider (D-IL). Referred to the House Committee on Education and Workforce the same day. Still in committee.
Comment: Typical for much of Smucker’s legislation, it’s very technical. The bill does not explain itself. To “get it,” you have to open multiple pieces of legislation to see what is being deleted and inserted.
This falls into that category. A news article explained it for me. It’s not a bad bill (I am always surprised). I worry a tiny bit about intended consequences.
From the article: “Smucker’s bill lets students get financial aid for remote classes while studying abroad. ‘We need to help American students already weighed down by record-setting student debt and lift the barriers that stand in the way of accessing an international degree,’ said Rep. Schneider (D-IL). ‘Students who pursue an international education gain skills that equip them to thrive in a global economy, and they deserve the same support they receive at home.’
“The International Education Council endorsed H.R. 6282, which has been referred for consideration to the U.S. House Education and the Workforce Committee.”
H.R.4393 - DIGNIDAD (Dignity for Immigrants while Guarding our Nation to Ignite and Deliver the American Dream—Dignity) Act of 2025. To secure the border and reform the immigration laws.
Introduced July 15, 2025 by Maria Elvira Salazar (R-FL). Cosponsored by sixteen Democrats and fifteen Republicans. Referred to Judiciary and Homeland Security and Ways and Means and Transportation and Infrastructure and Education and Workforce and Oversight and Government Reform and Armed Services the same day. LLOYD SMUCKER cosponsored on November 25, 2025. Still in committee.
Comment: When I first started reading this very, very long bill, my thought was, “Why would any Democrats cosponsor this?” It is heavy on things like “Build the Wall.”
It turns out to be a pretty savvy compromise bill. ICE and CBP agents must undergo 21-week extensive training. Body cameras are mandatory. Wall building is to be done in consultation with landowners.
Most surprising to me, this bill applies equally to the southern and northern borders. At least its language would make it so. That’s new.

Comment: First, when this meeting was announced, it had no agenda!
Second, the meeting details link states that the [C-SPAN] video is unavailable and must be watched on YouTube. It is not uploaded to C-SPAN’s YoutTube channel, but to the channel of the House Budget Committee GOP. Yes, with the GOP in the title of the channel.
The meeting is 2:48:30 long. They have turned off comments.
December 1, 2025 - House Section (Vol. 171, No. 200). LLOYD SMUCKER spoke on the floor of the House in support of his bill, H.R.5348, Social Security Child Protection Act of 2025. Smucker’s bill passed and was sent to the Senate the next day.

Comment: Simply put, no. Instead of keeping the portability of Obamacare (aka Affordable Care Act) intact, this bill would instead provide a stopgap of short-term coverage.

Comment: When I first saw this alert, I nearly came unglued. I read it as Lloyd Smucker voting Yea to the impeachment of Donald J. Trump. If that had been the case, pigs certainly would have been flying.
However, Smucker voted yes to tabling the measure. No surprise there.
On this motion to table Al Green’s impeachment measure, Republicans: 214 Yea, 0 Nay, 0 Present, 6 No Vote. Democrats: 140 Nay, 23 Nay, 47 Present, 0 No Vote.
December 11, 2025 - Remarks Section (Vol. 171, No. 209). LLOYD SMUCKER made the following remarks on the floor of the House, entitled, “Personal Explanation.” Mr. Speaker, I am not in Washington, D.C. due to family matters and missed the vote on passage of S.1071, the National Defense Authorization Act for Fiscal Year 2026. Had I been present, I would have voted YEA on Roll Call No. 319.
