July 22, 2025: Transcript of the February 26, 2025 hearing was made available. “Examining the Biden Administration’s Energy and Environment Spending Push.”

Comment: The strong pro-Elon tone of that meeting did not age well. Even more than heralding Elon’s contribution to ‘uncovering waste and fraud,’ this hearing belabored their accusation that spending issues were the fault of the Biden administration.

July 23, 2025: The Committee advanced the “SCORE Act” and “OMUFA Reauthorization” to the full House for a vote. The SCORE Act (HR 4312) “protect the name, image, and likeness rights of student athletes and to promote fair competition with respect to intercollegiate athletics.” The OMUFA reauthorization (HR 4273) revised and extended FDA user fees for OTC monograph drugs.


August 1, 2025: Transcript of the March 11, 2025 hearing was made available. “Maximizing Opportunities for Redeveloping Brownfields Sites: Assessing the Potential for New American Innovation.”

From the transcript: “Brownfields are generally described as properties that contain or may contain a hazardous substance, pollutant, or contaminant, which in turn complicates efforts to expand, redevelop, or reuse the site. Often these contaminated sites are not redeveloped because prospective new owners are worried about becoming responsible for potential liability, as the original company that is liable for the contamination no longer exists.”

Comment: This bill would increase the penalties related to intentional disclosure of nonconsensual intimate visual depictions. No one cosponsored this bill.

It took a while for the text of this bill to be uploaded. I think I understand why no one cosponsored. This bill is a tweak of the existing Communications Act with amendments. The only amendments would increase prison time for those convicted. No additional protections for women or minors or LGBTQ+, just additional punishment.


H.R.4603 – FAIR Act (Fair, Affordable and Inclusive Rates Act)To amend the Public Utility Regulatory Policies Act of 1978 to prohibit State regulatory authorities from approving rates charged by electric utilities that engage in certain diversity, equity, or inclusion practices, or that consider environmental, social, or governance factors.

Comment: This would prevent public utility companies from engaging in DEI practices. Surprisingly, no cosponsors. I would have thought House Republicans would have been lining up as part of their Loyalty Oath.


H.R.4605 – End Prescription Drug Ads Now ActTo ban drug manufacturers from using direct-to-consumer advertising, including social media, to promote their products.

Comment: This would ban drug manufacturers from using direct-to-consumer advertising, including social media, to promote their products. I dare say that if this were put to a referendum in the United States, it would pass overwhelmingly! As long as lobbyists were not allowed to pour billions into ad campaigns.

H.R.4618 – Jamie Reed Protecting Our Kids from Child Abuse ActTo establish a Federal tort against pediatric gender clinics and other entities pushing gender-transition procedures that cause bodily injury to children or harm the mental health of children.

Comment: Jamie Reed was a “whistleblower” who made grievous allegations against the gender clinic where she was a case worker (not medically trained). Her claims have since been largely debunked. But that clearly did not keep Gregory Steube and Mary Miller from naming their bill after her. I guess facts don’t matter in Florida.

Comment: This is a GOOD bill. There’s no reason for Republicans not to endorse it, except that Trump believes AI should not be regulated in any fashion. Can we allow only Trump Republicans to be surveilled by AI and prices set based on their gender, sexuality, religion, ethnicity, or location? And the rest of us can live under this bill?


H.R.4641 - Keep Kids Covered ActTo amend titles XIX and XXI of the Social Security Act to provide for continuous eligibility for certain children under the Medicaid program and the Children’s Health Insurance Program.

Comment: Current law requires continued coverage until 1 year of age. This amends to 6 years of age. Additionally, this bill would provide no gaps for children in foster care. What is so hard about this?

Comment: It does what the “purpose” section says by amending the Public Health Service Act (Part D of Title XXVII) to require health insurance plans that cover obstetrical services to also cover fertility treatments to the same degree. Why is this a non-starter with House Republicans? Didn’t they read Trump’s Executive Order from February?

Snarky comment: So this bill they can all get behind? But not healthy children?

Serious comment: Thankfully, John Joyce did not cosponsor this bill. I would have to report him to the AMA otherwise. Lloyd Smucker has not cosponsored yet. But I expect him to do so any day now.

Interesting that the bill specifically excludes COVID-19 vaccines. Guess we know which stock those thirty Republicans own.

Comment: I wondered why this did not enjoy broader support, until I read the text of this very short bill. It only attacks the brand Apeel Sciences, and its sub-brands Edipeel and Organipeel. It is not a comprehensive bill regarding product coatings across the board.

Even more fascinating, it’s currently an alt-right talking point (against Apeel), likely because part of its initial funding stemmed from Bill Gates’ foundation. But Andreessen Horowitz is among its largest backers, dwarfing Gate’s initial investment. Wikipedia has an entire section debunking alt-right conspiracy theories about Apeel, and Snopes has a 2023 article debunking even more ludicrous claims.

This is not an endorsement of Apeel, Edipeel, or Organipeel. It’s merely a warning that legislation that sounds good on the surface (pun intended) can have its roots in alt-right conspiracy theories.

Comment: The Virginia Graeme Baker Pool and Spa Safety Act only authorized expenditures for FY 2023 ($2.5 million) for the swimming pool safety grant program and for the education and awareness program. This bill would provide that same amount for 2025, 2026, and 2027 for both programs.

Original bill was H.R.1721, which passed in 2007.

There are no other amendments to the legislation. Merely extending the $5 million grants for another three years.

Comment: This bill would repeal taxpayer subsidies for home electrification. This would be an amendment to Public Law 117-169 from August 2022. H.R.4758 specifically repeals rebates for consumers that wanted to upgrade to systems that would lower energy bills and reduce pollution.

Sierra Club produced the best guidelines for homeowners wishing to apply for such a rebate. H.R.4758 applies not merely to individual homeowners, but to rural communities and Indian tribes as well.


H.R.4760 - Cutting LNG Bunkering Red Tape ActTo amend the Natural Gas Act to clarify the treatment of bunkering as an export.

Comment and ALERT: This bill intends to amend Section 3 of the Natural Gas Act to clarify the treatment of bunkering as an export. Natural gas “bunkering” is the use of liquid natural gas to power ships. This had been illegal prior to 02/28/2025, when Trump’s Department of Energy lifted the ban. Now Republicans want this fuel to count as an export.

Watch for future economic reports regarding natural gas imports and exports.

I wrote that last sentence above (“watch for…”) in July. Guess what? It is already happening. Reuters reported on September 2 that U.S. LNG exports reached record high, without reporting about Trump’s lifting the ban on bunkering. They were not alone. A couple dozen “reputable” media outlets reported the same.

It would only worsen if H.R.4760 passes…

Logical to me!

Serious comment and alert: If you have not done so already, you may want to read Public Law 119-21. That is what Trump likes to refer to as the BBB. Were you aware that the bill prohibited making any payments under Medicaid to abortion providers or other medical providers, specifically to “family planning services, reproductive health, and related medical care.”

Curiously, it also prohibits payments to medical providers etc., etc., where “the total amount of Federal and State expenditures under the Medicaid program under title XIX of the Social Security Act for medical assistance furnished in fiscal year 2023 made directly, or by a covered organization, to the entity or to any affiliates, subsidiaries, successors, or clinics of the entity, or made to the entity or to any affiliates, subsidiaries, successors, or clinics of the entity as part of a nationwide health care provider network, exceeded $800,000.” That is not related to abortion. It is in general.

Won’t that kill clinics and hospitals that primarily serve low-income families?

Intent may be good, but I believe the bill needs more language regarding data privacy.

Puzzled comment: Why would Jared Golden introduce this bill? I saw Gregory Steube’s name first and assumed it’s a bill supporting and codifying Trump’s tariffs. Which it indeed appears to be. This bill would also do away with the de minimis exception. Although it is so poorly written (and long), that that deletion appears only in the bill’s long title and not in the text.

This bill would authorize issuance of a Lyme disease awareness semipostal stamp, with the excess donated to the National Institute of Allergy and Infectious Diseases.

Again, why are not all Pennsylvania (and Poconos, Catskills, Adirondacks, and Texas, anywhere are deer and ticks together) representatives signing on to this bill?
