S.3524 - To amend title 54, United States Code, to modify certain cost-sharing requirements for grant programs under the American Battlefield Protection Program. (No short title.)

     Comment: Text is still unavailable as of December 31, 2025. But I can tell you that the American Battlefield Trust Organization is very, very happy!

S.3519 - To amend the Export Control Reform Act of 2018 to provide for control of remote access to items. (No short title.)
     Introduced December 17, 2025 by DAVE McCORMICK (R-PA). Cosponsored by Christopher Coons (D-DE), Tom Cotton (R-AR), and Ron Wyden (D-OR). Referred to the Committee on Banking, Housing, and Urban Affairs the same day. Still in committee.
     Comment: Text is still unavailable as of December 31, 2025. So I don’t know firsthand what the “certain items” are. According to the law firm of Sandler, Travis, and Rosenberg, P.A.: The Remote Access Security Act (S.3519, introduced Dec. 17 by Sens. McCormick, R-Pa., and Wyden, D-Ore.) would extend existing export controls to the remote access of controlled U.S. technology through cloud infrastructure.

S.3513 - To impose sanctions with respect to foreign persons dealing in crude oil or petroleum products of Russian Federation origin. (No short title.)
     Introduced December 16, 2025 by DAVE McCORMICK (R-PA). Cosponsored by Christopher Coons (D-DE), Jon Husted (R-OH), and Elizabeth Warren (D-MA). Referred to the Committee on Banking, Housing, and Urban Affairs the same day. Still in committee.
     Comment: Text is still unavailable as of December 31, 2025. The Committee on Banking, Housing, and Urban Affairs is standing behind the bill 100% and features it on their Web site. McCormick, Warren, Husted, and Coons all declared that this bill is designed to weaken Russia and strengthen Ukraine.
     In that case, can’t we just hold a nationwide referendum and pass it now?

S.404 - Focus on Learning Act. To direct the Surgeon General to conduct a study regarding the use of mobile devices in elementary and secondary schools, and to establish a pilot program of awarding grants to enable certain schools to create a school environment free of mobile devices.
     Introduced February 5, 2025 by Tom Cotton (R-AR). Cosponsored by two Democrats and two Republicans. Referred to the Committee on Health, Education, Labor, and Pensions the same day. DAVE McCORMICK cosponsored on December 16, 2025. Still in committee.

S.836 - Children and Teens’ Online Privacy Protection Act. To amend the Children’s Online Privacy Protection Act of 1998 to strengthen protections relating to the online collection, use, and disclosure of personal information of children and teens.
     Introduced March 4, 2025 by Edward Markey (D-MA). Cosponsored by 13 Democrats, 7 Republicans, and 1 Independent (Angus King-ME). Referred to the Committee on Commerce, Science, and Transportation the same day. DAVE McCORMICK cosponsored on December 16, 2025.
     On June 25, 2025, Committee on Commerce, Science, and Transportation ordered to be reported with amendments favorably. No movement since.
     Comment: We simply need a sweeping data privacy law to protect all of us. Yes, beginning with children. But all of us.

S.2092 - REFOCUS DODEA Act (Restoring Our Educational Focus on Children of U.S. Servicemembers at DODEA). To prohibit the use of smartphones at Department of Defense Education Activity schools.
     Introduced June 17, 2025 by Jim Banks (R-IN). Cosponsored by two Democrats and two Republicans. Referred to the Committee on Armed Services the same day. DAVE McCORMICK cosponsored on December 16, 2025. Still in committee.
     From the bill: In prescribing regulations under subsection (a), the Secretary shall ensure that—(1) smartphones brought to schools by students are to be placed in phone lockers or other approved pouches or storage containers for the duration of the school day; and, (2) appropriate exceptions are made to allow for smartphone use required for medical or other high-priority reasons, such as use in the event of emergencies.

S.163 - Protecting Students on Campus Act of 2025. To require institutions of higher education participating in Federal student aid programs to share information about title VI of the Civil Rights Act of 1964, including a link to the webpage of the Office for Civil Rights where an individual can submit a complaint regarding discrimination in violation of such title.
     Introduced January 21, 2025 by Bill Cassidy (R-LA). Cosponsored by four Democrats (including John Fetterman as original cosponsor) and two Republicans. DAVE McCORMICK cosponsored on December 15, 2025.
     April 30, 2025, Committee on Health, Education, Labor, and Pensions, committee consideration and markup session held. No movement since.
     From Congress.gov: This bill requires the Department of Education (ED) and institutions of higher education (IHEs) participating in federal student aid programs to distribute information on how to report alleged violations of civil rights under Title VI of the Civil Rights Act of 1964. (Title VI of the Civil Rights Act of 1964 prohibits discrimination based on race, color, or national origin in federally funded programs or activities.)
   Specifically, the bill requires ED’s Office for Civil Rights (OCR) to conduct a public awareness campaign regarding the rights of individuals under Title VI. This campaign must be updated annually and distributed to IHEs.

S.3447 - Fortifying United States Markets Against PRC Military Escalation Act of 2025. To amend the Financial Stability Act of 2010 to establish an advisory committee on economic impacts of military escalation by the People’s Republic of China toward Taiwan.
     Introduced December 11, 2025 by DAVE McCORMICK (R-PA). Cosponsored by Jeanne Shaheen (D-NH). Referred to the Committee on Banking, Housing, and Urban Affairs the same day. Still in committee.
     Comment: Essentially a risk-assessment bill. We need more like this.

S.3451 - Houthi Human Rights Accountability Act. To authorize the imposition of sanctions with respect to the Houthis.
     Introduced December 11, 2025 by Jacky Rosen (D-NV). Cosponsored by DAVE McCORMICK (R-PA). Referred to the Committee on Foreign Relations the same day. Still in committee.
     Comment: I am surprised that Tim Kaine and Peter Welch did not cosponsor. This bill focuses more on human rights violations in Yemen as reason for sanctions.

S.3405 - PRC Financial Intermediary Review Act. To require the Securities and Exchange Commission to conduct a study regarding certain brokers and dealers that are controlled by or organized under the laws of the People’s Republic of China.
     Introduced December 9, 2025 by DAVE McCORMICK (R-PA). Cosponsored by John Fetterman (D-PA). Referred to the Committee on Banking, Housing, and Urban Affairs the same day. Still in committee.
     Comment: The study should focus on brokers and dealers who are “members of a national securities association and registered with the Securities and Exchange Commission; and controlled by or organized under the laws of the People’s Republic of China.” Additionally, on investment advisers who are “registered with the Securities and Exchange Commission and controlled by or organized under the laws of the People’s Republic of China.”
     Financial fraud related to the PRC seems to be a major issue for Dave McCormick.

S.1335 - Secure Family Futures Act of 2025. To amend the Internal Revenue Code of 1986 to exclude debt held by certain insurance companies from capital assets and to extend capital loss carryovers for such companies from 5 years to 10 years.
     Introduced April 8, 2025 by Thomas Tillis (R-NC). Cosponsored by four Republicans and two Democrats (Raphael Warnock-GA was original cosponsor). Referred to the Committee on Finance the same day. DAVE McCORMICK cosponsored on December 9, 2025. Still in committee.
     Comment: I am not sure how this secures the futures of families. It looks like insurance legislation to me, specifically insurance legislation that benefits insurance companies.

December 8, 2025 - Senate Section (Vol. 171, No. 205). Well worth reading. Not for Dave McCormick’s short comment (again about a quorum and roll call). But for Chuck Schumer’s blistering exposure of the emptiness of the Trump bailout for farmers, and for Dick Durbin (D-IL)’s calling out Republican colleagues for their lack of proposal regarding health insurance.

S.1924 - Improving Mental Health Access for Students Act. To add suicide prevention resources to school identification cards.
     Introduced June 2, 2025 by John Kennedy (R-LA). Cosponsored by four Republicans and two Democrats (Cory Booker-NJ and Raphael Warnock-GA). Referred to the Committee on Health, Education, Labor, and Pensions the same day. DAVE McCORMICK cosponsored on December 8, 2025. Still in committee.
     Comment: Not sure why this bill would be controversial. Should pass on voice vote. It’s not increasing costs for schools, since they provide ID cards anyway and must redesign for every new school year.

S.Res.536 - A resolution designating December 2, 2025, as “World Nuclear Energy Day.”
     Introduced December 8, 2025 by James Risch (R-ID). Cosponsored by 14 Republicans (including DAVE McCORMICK), 5 Democrats, and 1 Independent (Angus King-ME). Submitted in the Senate, considered, and agreed to without amendment and with a preamble by Unanimous Consent the same day.

S.3374 - SAFE Chips Act of 2025 (Secure and Feasible Exports of Chips Act of 2025). To amend the Export Control Reform Act of 2018 to prohibit the issuance of licenses for the export, reexport, or in-country transfer of advanced integrated circuits to or in foreign adversaries.
     Introduced December 4, 2025 by Pete Ricketts (R-NE). Cosponsored by five Democrats and four Republicans (including DAVE McCORMICK). Referred to the Committee on Banking, Housing, and Urban Affairs the same day. Still in committee.
     Comment: The bill specifies that a “foreign adversary country” is defined as a country specified in section 4872(f)(2) of title 10, United States Code. As of January 6, 2026, those countries are: The Democratic People’s Republic of North Korea; the People’s Republic of China; the Russian Federation; and, the Islamic Republic of Iran.

S.3366 – Back the Blue Act of 2025. To protect law enforcement officers.
     Introduced December 4, 2025 by John Cornyn (R-TX). Cosponsored by 37 Republicans (including DAVE McCORMICK) and no Democrats. Referred to the Committee on the Judiciary the same day. Still in committee.
     Comment: This rings so hollow as I write this on January 6, 2026.

S.3360 – FREEDOM Act (Feasibility Review of Emerging Equipment for Digital Open Media Act). To require a report on internet freedom in Iran.
     Introduced December 4, 2025 by Jacky Rosen (D-NV). Cosponsored by DAVE McCORMICK (R-PA). Referred to the Committee on Foreign Relations the same day. Still in committee.
     Comment: If you are interested in Middle East politics, please read this short-short bill. I like elements of it, but worry too much about having such a report done by the current administration.

S.3269 – Liquid Cooling for AI Act of 2025. To direct the Comptroller General of the United States to conduct a technology assessment focused on liquid cooling systems for artificial intelligence compute clusters and high-performance computing facilities.
     Introduced November 20, 2025 by DAVE McCORMICK (R-PA). Cosponsored by Christopher Coons (D-DE), Ted Budd (R-NC), and Adam Schiff (D-CA). referred to the Committee on Energy and Natural Resources the same day. Still in committee.
     Dumb question: Why must taxpayers pay for this research? Yes, it should be done. But paid for by the AI companies that will earn billions upon billions of dollars from the fruit of the research. I am tired of subsidizing billionaires and techbros.

S.3237 – Terrorist Inadmissibility Codification Act. To consider, for purposes of the Immigration and Nationality Act, that officers, officials, representatives, spokespersons, and members of Hamas, Palestine Islamic Jihad, Hezbollah, Al-Qaeda, and ISIS, and individuals who endorse or espouse terrorist activities conducted by such organizations are engaged in terrorist activity.
     Introduced November 20, 2025 by Ted Budd (R-NC). Cosponsored by eight Republicans (including DAVE McCORMICK) and no Democrats. referred to the Committee on the Judiciary the same day. Still in committee.

S.3217 – Skills Investment Act of 2025. To amend the Internal Revenue Code of 1986 to provide for lifelong learning accounts.
     Introduced November 19, 2025 by Amy Klobuchar (D-MN). Cosponsored by DAVE McCORMICK (R-PA). Referred to the Committee on Finance the same day. Still in committee.
     Comment: Changes Coverdell Education Savings Accounts to Coverdell Lifelong Learning Accounts. To prevent abuse of the system, shareholders are excluded. However, the bill would permit companies to contribute to a Coverdell account for independent contractors who work for them. Interesting twist.

S.3197 - Flight Risk Reduction Act. To amend title 18, United States Code, to establish a rebuttable presumption that a defendant who is not a United States citizen or lawful permanent resident poses a danger to the community and a serious risk of flight, for purposes of determining whether to release or detain the defendant pending trial.
     Introduced November 19, 2025 by Mike Lee (R-UT). Cosponsored by eleven Republicans (including DAVE McCORMICK) and no Democrats. Referred to the Committee on the Judiciary the same day. Still in committee.
     Comment: Just no. No. I am tired of the “Other” being marginalized, when the “Other” is rarely the issue.
