S.Amdt.2925 - Amends S. 2296 - National Defense Authorization Act for Fiscal Year 2026.
     Introduced July 17, 2025 by Christopher Coons (D-DE). Cosponsored by DAVE McCORMICK and Michael Bennet (D-CO). No referrals, no movement.
     Comment: This amendment defines the People’s Republic of China, the Russian Federation, the Islamic Republic of Iran, and the Democratic People’s Republic of Korea as: a) Foreign adversaries; b) a country of risk for purposes of determining counterintelligence risks posed by certain visitors to National Laboratories; c) a foreign country of concern; d) a covered foreign country for purposes of a prohibition on operation, procurement, and contracting related to foreign-made light detection and ranging technology; e) a covered foreign country for purposes of a strategy and plan to implement certain defense intelligence reforms.
     Further, the proposed amendment states that the above-named countries pose new challenges and threats to the strength of the United States globally. The proposed amendment further decries the cooperation and treaties between the four named countries.

S.Res.75 A resolution expressing the sense of the Senate that member countries of NATO must commit at least 2 percent of their national gross domestic product to national defense spending to hold leadership or benefit at the expense of those countries who meet their obligations.
     Introduced February 12, 2025 by Thomas Tillis (R-NC). Cosponsored by nine Republicans, no Democrats. DAVE McCORMICK cosponsored on July 17, 2025. Referred to the Committee on Foreign Relations.
     Congress.gov summary: This resolution expresses the sense of the Senate that any NATO member country that does not meet its commitment to spend 2% of its gross domestic product on national defense should not be allowed to host certain NATO meetings that provide substantial economic benefits and international recognition, such as the NATO Summit and NATO Parliamentary Assembly sessions. The resolution also expresses that citizens of such countries should not be allowed to hold NATO leadership positions, such as Secretary General or military positions at the two-star level or above.

S.237 – Honoring Our Fallen Heroes Act of 2025. To amend the Omnibus Crime Control and Safe Streets Act of 1968 to provide public safety officer benefits for exposure-related cancers.
     Introduced January 23, 2025 by Amy Klobuchar (D-MN). Cosponsored by 30 Democratic Senators, including JOHN FETTERMAN, and 28 Republican Senators. DAVE McCORMICK cosponsored on July 21, 2025. Referred to the Committee on the Judiciary on January 23, 2025.
     On May 15, 2025, Committee on the Judiciary ordered S.237 to be reported without amendment favorably. It is out of committee, having been placed on Senate Legislative Calendar under General Orders, Calendar No. 78, on May 20, 2025. It was signed into law on December 18, 2025!

S.1137 – Cellphone Jamming Reform Act of 2025. To provide that the Federal Communications Commission may not prevent a State or Federal correctional facility from utilizing jamming equipment.
     Introduced March 26, 2025 by Tom Cotton (R-AR). Cosponsored by thirteen Republicans and no Democrats. DAVE McCORMICK cosponsored on July 21, 2025. Referred to the Committee on Commerce, Science, and Transportation on March 26, 2025.
     Comment: This does not just apply to “contraband” cell phones owned by inmates. This bill would grant wardens and other prison officials the right to jam “all wireless communications.”

S.1318 – Fallen Servicemembers Religious Heritage Restoration Act. To direct the American Battle Monuments Commission to establish a program to identify American-Jewish servicemembers buried in United States military cemeteries overseas under markers that incorrectly represent their religion and heritage.
     Introduced April 7, 2025 by Jerry Moran (R-KS). Cosponsored by eleven Democrats and nine Republicans. DAVE McCORMICK cosponsored on July 21, 2025. Referred to the Committee on Veterans’ Affairs.
     On November 20, 2025, this bill passed the Senate without amendment by unanimous consent. It was sent to the House the same day, where it was “held at the desk.” It has not even been assigned to committee in the House.
     Summary from congress.gov: This bill requires the American Battle Monuments Commission (ABMC) to establish the Fallen Servicemembers Religious Heritage Restoration Program to identify deceased members of the Armed Forces who were Jewish and buried in a U.S. military cemetery located outside of the United States under a marker indicating the member was not Jewish. The program must contact survivors and descendants of such members.
     The ABMC must seek to enter into a contract with a nonprofit organization to carry out the program during the first 10 fiscal years beginning after the date of enactment of the bill.
     Comment: I only wish that this applied to all religions. Including those who wish to have no religious designation on their marker.

S.2296 – National Defense Authorization Act for Fiscal Year 2026. Technical Amendment.
     Introduced July 22, 2025 by Richard Blumenthal (D-CT). Cosponsored by 37 Democrats, 13 Republicans, and 2 Independents. DAVE McCORMICK was original cosponsor. Not referred to committee, also no vote?

S.278 - Kids Off Social Media Act. To prohibit users who are under age 13 from accessing social media platforms, to prohibit the use of personalized recommendation systems on individuals under age 17, and limit the use of social media in schools.
     Introduced January 28, 2025 by Brian Schatz (D-HI). Cosponsored by seven Democrats, five Republicans, and one Independent. DAVE McCORMICK cosponsored on July 23, 2025. Referred to the Committee on Commerce, Science, and Transportation on January 28.
     February 5, that committee ordered it to be reported without amendment favorably. Passed Committee on Commerce, Science, and Transportation. Reported by Senator Cruz without amendment. With written report No. 119-33. June 30, placed on Senate Legislative Calendar under General Orders. Calendar No. 108. Stalled.

S.2400 - Art Market Integrity Act. To amend title 31, United States Code, to subject certain art traders to provisions relating to records and reports on monetary instruments transactions.
     Introduced July 23, 2025 by John Fetterman (D-PA). Cosponsored by three Republicans (including DAVE McCORMICK) and two Democrats. Referred to the Committee on Banking, Housing, and Urban Affairs the same day. No movement.

S.2464 - Community Investment and Prosperity Act. To allow the Comptroller of the Currency and the Board of Governors of the Federal Reserve System to increase the aggregate amount of investments that a national banking association and a State member bank may make to promote the public welfare.
     Introduced July 24, 2025 by Tim Scott (R-SC). Cosponsored by four Democrats and three Republican cosponsors, including DAVE McCORMICK. Referred to the Committee on Banking, Housing, and Urban Affairs the same day.
     Comment: As with S.838, this benefits lenders, not the community.

Remark 171-127, July 24, 2025, pages S4690-S4692 Maiden Speech (Executive Session). Surprisingly, McCormick identified this as his first speech on the Senate floor.
     After some of the bipartisan work in the sections before this, McCormick’s maiden speech is a rah-rah for Trump, especially for Trump’s promise to commit over $90 billion in new investments that McCormick claims will “affirm Pennsylvania's central role at the crossroads of America’s energy and AI revolutions.”

S.752 - Accelerating Kids’ Access to Care Act. To amend title XIX of the Social Security Act to streamline enrollment under the Medicaid program of certain providers across State lines.
     Introduced February 26, 2025 by Chuck Grassley (R-IA). Cosponsored by 23 Democrats and 19 Republicans. DAVE McCORMICK cosponsored on July 28, 2025. Referred to the Committee on Finance on February 26.
     From congress.gov: This bill requires states to establish a process through which qualifying out-of-state providers may temporarily treat children under Medicaid and the Children's Health Insurance Program (CHIP) without undergoing additional screening requirements. Specifically, states must establish a process through which qualifying out-of-state providers may enroll for five years as participating providers to treat individuals under the age of 21 without undergoing additional screening requirements.
     A qualifying out-of-state provider (1) must not have been excluded or terminated from participating in a federal health care program or state Medicaid program; and (2) must have been successfully enrolled in Medicare or a state Medicaid program based on a determination that the provider posed a limited risk of fraud, waste, or abuse.

S.2398 - Kay Hagan Tick Reauthorization Act. To reauthorize the Kay Hagan Tick Act.
     Introduced July 23, 2025 by Susan Collins (R-ME). Cosponsored by one Independent, seven Republicans, and fourteen Democrats. DAVE McCORMICK cosponsored on July 28, 2025. Referred to the Committee on Health, Education, Labor, and Pensions on July 23.
     On July 30, 2025, that committee ordered it to be reported with an amendment in the nature of a substitute favorably. It was placed on the Senate legislative calendar on September 8, 2025.
     Comment: The Kay Hagan Tick Act is to expire this year (2025). S.2398 extends it to 2030. Susan Collins’ Facebook page underscores her frustration that something this simple isn’t one-and-done. Still no movement as of December 31, 2025.

S.Res.342 - A resolution honoring the contributions of small manufacturers of firearms to the economy, culture, and recreational heritage of the United States and recognizing August 2025 as “National Shooting Sports Month.”
     Introduced July 29, 2025 by James Risch (R-ID). Cosponsored by nineteen Republicans (including DAVE McCORMICK) and one Democrat (Jeanne Shaheen, D-NH). Referred to the Committee on Commerce, Science, and Transportation the same day.

S.2552 - PRC Broker-Dealers and Investment Advisers Moratorium Act. To amend the securities laws to prohibit brokers and dealers with certain connections to the People’s Republic of China from being members of a national securities association, to prohibit investment advisers with certain connections to the People’s Republic of China from registering with the Securities and Exchange Commission.

S.883 - Unlocking Domestic LNG Potential Act of 2025. To amend the Natural Gas Act to allow the Federal Energy Regulatory Commission to approve or deny applications for the siting, construction, expansion, or operation of facilities to export or import natural gas.

S.1020 - To require the Federal Energy Regulatory Commission to extend the time period during which licensees are required to commence construction of certain hydropower projects. (No short title.)
     Introduced March 13, 2025 by Steve Daines (R-MT). Cosponsored by six Republicans and one Democrat (John Fetterman). DAVE McCORMICK cosponsored on July 31, 2025. Referred to Committee on Energy and Natural Resources on March 13.
     That committee discharged it by unanimous consent on July 29, 2025, where it passed Senate without amendment by Unanimous Consent that same day. Sent to the House on August 1, 2025. Held at the desk, not referred to House committee. It has not moved since August 1, 2025.

S.2626 - Strengthening United States Leadership at the IDB Act. To strengthen the leadership role of the United States at the Inter-American Development Bank.
     Introduced July 31, 2025 by DAVE McCORMICK. Cosponsored by Tim Kaine (D-VA). Referred to the Committee on Foreign Relations the same day.
     From the bill: Section 3: The Secretary of the Treasury, in consultation with the Secretary of State, shall instruct the United States Executive Director at the Inter-American Development Bank to use the voice, vote, and influence of the United States to reduce the influence of the PRC and PRC entities in IDB operations, activities, and projects.
     Comment: Sections 4 and 5 similarly focus on reducing the influence of the PRC: Section 4 through procurement activities, Section 5 through the U.S. Development Finance Corporation.

S.Amdt.3376 - Amends S. 2296 - National Defense Authorization Act for Fiscal Year 2026.
     Introduced July 31, 2025 by DAVE McCORMICK. Cosponsored by Mark Kelly (D-AZ). Agreed to in Senate by unanimous vote on October 9, 2025.
     General terms of amendment: “Not later than 180 days after the date of the enactment of this Act, the Secretary of State shall submit to the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives a report with a strategy for United States security assistance to Mexico.”

     Comment: This amendment recognizes the significance of Taiwan as an ally of the USA and calls on the US Governor of the International Monetary Fund (IMF) to support Taiwan’s admission to the IMF; to provide employment opportunities for Taiwanese nationals; to allow Taiwan to receive technical assistance and training by the IMF; and not to deter or discourage Taiwan from seeking admission to the IMF.

S.Amdt.3380 - Amends S. 2296 - National Defense Authorization Act for Fiscal Year 2026.

     Comment: This amendment would add a section to the end of the NDAA that would create an advisory committee on economic fallout from potential Chinese military aggression toward Taiwan.

S.94 - Miracle on Ice Congressional Gold Medal Act. To award 3 Congressional Gold Medals to the members of the 1980 United States Olympic Men’s Ice Hockey Team, in recognition of their extraordinary achievement at the XIII Olympic Winter Games where, being comprised of amateur collegiate players, they defeated the dominant Soviet ice hockey team in the historic “Miracle on Ice,” revitalizing morale in the United States at the height of the Cold War, inspiring generations, and transforming the sport of ice hockey in the United States.

S.838 - ACRE Act of 2025. To amend the Internal Revenue Code of 1986 to exclude from gross income interest received on certain loans secured by rural or agricultural real property.
     Introduced March 4, 2025 by Jerry Moran (R-KS). Cosponsored by one Independent, six Republicans, and two Democrats. DAVE McCORMICK cosponsored on August 1, 2025. Referred to the Committee on Finance on March 4, 2025. No movement.
     Comment: This bill would benefit lenders (banks, mortgage companies) that lend to agricultural enterprises. It encourages lending and does not necessarily help farmers.

S.Amdt.3449 - Amends S. 2296 - National Defense Authorization Act for Fiscal Year 2026.

     Comment: This amendment advocates on behalf of “increased exchange rate transparency from the People’s Republic of China.”

     Comment: This amendment would limit the use of funds authorized by the National Defense Sealift Fund to purchase “certain used foreign constructed vessels.” Primary prohibition is against vessels constructed in China.

S.Amdt.3567 - Amends S. 2296 - National Defense Authorization Act for Fiscal Year 2026.

     General terms include: The Secretary of Commerce shall seek comment from the public with respect to, and ensure the appropriate congressional committees are kept fully and currently informed of, any anticipated promulgation of regulations to control remote access to items under the Export Control Reform Act of 2018, as amended by section 1702, including ensuring such committees are informed, in a classified setting as necessary, on:
   (1) the national security or foreign policy risk that would be addressed by the regulations;
   (2) how the method of the regulations addresses that risk; and,
   (3) how the regulations may impact the economy of the United States, including the impact on the competitiveness of United States industry in cloud services and related industries as a result of the regulations..
